研究テーマ

・政府の価値判断と貧困層への課税に関する理論的研究
・途上国の政策課題に対する経済理論的アプローチ
・ノンポイントソース汚染に対する環境政策

研究概要

　政策の遂行に必要な財源を確保するために、政府がどのように所得税を課すべきか、という問いは、1970年代以降、経済学の研究対象となっている。この研究に関して、特に、政府の価値判断に着目し、それが課税構造にどのような影響を及ぼすか、を研究してきた。そして、政府の価値判断と実現する課税構造とが一致する、いわば政府の自己実現は唐突に生起するという、不連続な課税構造という概念を提唱した。また、その不連続な課税構造は、法の条件にどのように左右されるか、ということについて、更に、研究を進めた。
　経済をグローバルに見渡すと、極度の貧困・飢餓、環境汚染、腐敗・汚職等、シリアスな政策課題が山積している。このような課題の一つ一つ（例えば、途上国において、腐敗・汚職を防止することや労働環境を改善すること等）に着目し、丹念に研究してきた。近年、大気汚染による健康被害を削減するための政策効果について研究を行った。
